Higher Levies for Outbound Travelers from Singapore’s Changi International Airport

Outbound travelers from Singapore’s Changi International Airport will face higher airport charges starting from November 1, 2022. The increase is in line with other major airports worldwide that have also increased their levies after two years of the pandemic eating into their revenues.

Changi is expected to handle up to 80 percent of its pre-covid capacity, or 70 million passengers by the end of 2022.

Outbound travelers from Singapore’s Changi International Airport will pay higher levies and airport fees from November 1, 2022, to March 31, 2023.

Starting November 1, the total will increase to S$59.20 (US$40.90), which comprises passenger service and security fees of S$40.40 (US$27.91), S$8 (US$5.52) for aviation levy, and S$10.80 (US$7.46) for the airport development levy.

Currently, each passenger departing Changi Airport pay a total of S$52.30 (US$36.13) which comprises S$35.40 (US$24.46) for passenger service and security fee collected by the Changi Airport Group (CAG), S$6.10 (US$4.21) for aviation levy, and S$10.80 (US$7.46) for airport development levy which collected by the Singapore government.

Airport charges were last increased in 2018, and at the time, the Civil Aviation Authority of Singapore (CAAS) stated that the passenger service and security fee would increase by S$2.50 (US$1.72) per year until 2024. But the planned increases were held off due to the pandemic.

Further, the landing, parking, and aerobridge charges for all flights operating from the airport will increase by two percent starting on November 1 and increase by one percent each year. The new charges will go towards supporting infrastructure upgrades of existing terminals.

Other airports worldwide have also increased their fees after two years of limited business eating into their revenues. For instance, the Netherlands’ Schiphol Airport announced that it would increase its airport charges by a cumulative 37 percent over the next three years. The International Air Transport Association (IATA) Connectivity Index highlighted that the airport is still 35 percent below its 2019 peak.

Changi Airport is slowly leading the recovery in air travel within the Asia-Pacific region, with passenger traffic hitting 7.33 million people in Q2 2022, representing 43.6 percent of pre-covid traffic.

The airport is also looking to ramp up capacity with the reopening of Terminal 4 on September 13. This will allow the airport to handle up to 70 million passengers per year or 80 percent of the pre-covid capacity. Moreover, as of July 2022, Changi was connected to 108 cities worldwide, more than 65 percent of the number of cities it was connected to before the pandemic.
